Tropico 49/11/2023 The combination of city management and political manipulation is a potent combo in Tropico 4. It's fun to be evil, but also surprisingly rewarding to keep your people happy by building a more ideal society. Victory always comes down to completing mission objectives and, more importantly, not getting forcefully removed or voted out of office. You can do a bit of both with moderate success, but generally I've found its best to commit to being all evil or all good. Evil leaders will have to bulk up their armies and pay them well to overcome the peasants they're mistreating, while kind leaders will need to focus on providing health care, housing and food to keep the peaceful protesters from turning into blood thirsty rebels. Being a despot or a benevolent leader are options for victory, but you have to make sure your actions support your play style. El Presidente can go into debt by building a ton of structures, so a wise leader will have to balance the progress of their city with the influx of income. The trick, though, is making sure you have enough money. There's just something oddly pleasurable about watching a tropical paradise get converted into a bustling city that you've laid out exactly how you want. Like an elaborate set of LEGOs, you can drag and drop buildings, lay roads, and set up infrastructure to create a land of your devising. A big part of the Tropico 4's appeal is in deciding how to rule, but the rest comes in the sheer satisfaction of building a city. Not that building structures isn't entertaining on its own. The goals keep you focused, giving you a number of minutiae to pore over instead of just waiting for the next building to finish. Additionally, each stage will also toss different natural disasters at you, such as random tornado strikes or coastal oil spills that force you to respond with compassion or flagrant disregard. Each island you play on puts you in a different situation, changing up the amount of resources at your disposal, the number of rebels, and the influence of outside nations. Their goals might be as simple as building a specific structure, or as deep as developing your island into an economic powerhouse. You may be the leader, but the advisors and other characters you interact with really are who make Tropico 4's gameplay a success.
